J&K Central Non-Gazetted Electrical Employees Union (JKCNGEEU) Sunday celebrated its 33rd anniversary and a function to commemorate the anniversary was held at Union head office PDD Complex, Bemina Srinagar during which a slew of demands regarding the welfare of employees and workers were made.
“The function was presided by State President Mohammed Afzal Bhat Fatehpuri and was attended by employees and workers from all parts of the valley including senior leaders of the JKCNGEEU, Power Employees Pensioners Welfare Association, PDD/PDC Daily rated Workers Union. They congratulated the union on completion of 33 years and appreciated its role in the struggle for the betterment of the department and its employees & workers,” a Union spokesman said.
The spokesman said that that during the programme all those leaders were commemorated who throughout their lives made numerous sacrifices for the upliftment of employees and workers, especially Ghulam Ahmad Bhat, Abdul Ahad Khanday, P. N. Raina, T Angchuk, Mohammad Yusuf Rather, and Abdul Gaffar Khan.
“In the programme it was made clear that all PDD/PDC Employees and workers are united for the ongoing struggle against the privatization of PDD, release of long pending wages of daily wagers and regularization of their service. They submitted that the Power Development department has been reorganized in the year 1981 that too up to 60% requirements. Since then a huge augmentation has been made to the infrastructure
by way of construction of large number of Grid Stations, Receiving Station and laying of HV Transmission lines. Moreover, the manpower required for smooth maintenance of this huge infrastructure has not been provided and no attempt to create the adequate posts for the required manpower has been made by the competent authorities even after repeated requests, which has resulted in acute dearth of staff in the department to look after this huge infrastructure. The dearth of the staff is so acute that a lineman has to look after 10-15 Sub Stations along with the HT/LT transmission lines, which has affected the smooth electric supply and the common man has become the ultimate sufferer,” the spokesman said.
The spokesman said that even if a huge number of daily wagers have been employed by the department over the years, that too has not made any difference to the available and required manpower.
“These daily wagers have gained a lot of expertise in their respective fields and need to be regularized in an appropriate pay scales under the provisions of Sub- ordinate service recruitment rules (SRO-381 of 1981),” the spokesman said, adding that, “It is also worthwhile to mention here that the shortage in electricity has become a serious constraint for the Industrial & Economic Development of the Jammu and Kashmir even if it has a good potential of generating Hydro Electric Power in case the available water resources are utilized properly both in Jammu and Kashmir as well as Central Sectors.”
The spokesman said that Jammu and Kashmir is paying a huge cost in lieu of the Indus water Treaty for which state almost gets no compensation from the Central Sector Power Projects like Salal, Dolhasti & Uri.
“The power shortage in J&K demands the handing over these projects to J&K which may overcome the power and economic crisis and unemployment to some extent,” the spokesman said.
The spokesman said that the employees and workers are against the wrong policy of Government for Restructuring and Unbundling (Privatization) of the PDD and formation of companies and corporations.
Demanding that these decisions should be revoked immediately, the Union also demanded transfer of all power projects from NHPC to JKSPDC to overcome power and economic crisis and unemployment to some extent.
The Union, during the function, also demanded immediate regularization of the PDL and TDL daily wagers, Re-organization of Power Development Department in accordance with the actual requirements, creation and maintenance of running staff for newly commissioned Grid Stations/Receiving Stations/Sub-Stations, risk allowance in favour of the staff working on Risk Prone Jobs, formation of compensation, relief and rehabilitation centers for employees and workers of the department undergoing power accidental cases, formation of training centres in both Jammu and Kashmir for non-technical employees and workers, provision modern safety tools and banning of purchase of substandard equipment and machinery, enhancement of Ex. Gratia and compensation for employees and workers of PDD/SPDC as per the norms of Police Department, and the inclusion of PDL/TDL/Daily wagers into SRO-43 and Power Employees Welfare fund committee.
The Union also demanded that all the lower grade employees under pay scales Rs 2550-3200 and Rs 2610-3540 pre-revised who have been working from past 20 years should be provided with proper designation and grade.
