The government has constituted five committees for successfully hosting the first-ever J&K Investors’ Summit in the Valley likely to be held by April end this year.
The five committees include the Empowered Committee; Reception, Accommodation, Venue and Exhibition Management Committee; Traffic, Security and Transport Committee; Media and Publicity Committee; and Processing of Proposals and MoU Committee.
The committees would be serviced by the Industries and Commerce department.
As per the order, the empowered committee would approve routine expenditure meant for holding the event.
The committee would finalize the venues for the event marketing road shows in important cities across India.
Apart from that, the committee would approve procurement of all kinds of material, stationery, and refreshment items.
It would monitor invitation of tenders fixing, finalization of rates and purchase orders for all required material and services.
The committee is also authorized to refer any issue of importance to the Apex Committee constituted last year.
The eight-member Empowered Committee would be headed by Administrative Secretary Industries & Commerce department.
After the abrogation of Article 370 and bifurcation of the State into two Union Territories - Jammu Kashmir and Ladakh, Government of India (GoI) has been toiling hard to bring investors to the Valley for the investment to justify its unilateral decision.
The government targets to bring in investment commitments of more than Rs 1 lakh crore to the region.
The Reception, Accommodation, Venue and Exhibition Management Committee would organise exhibitions in consultations with the government departments and corporations showcasing investment opportunity schemes.
It would register private pavilions and coordinate with the stakeholders and the concerned departments.
It would also finalise logistic arrangements for VVIPs, guests and B2G meetings.
The committee would also coordinate reception of guests at the airports and their movement to the site of accommodation.
They would also arrange proper accommodation to VVIPs, union ministers, senior officers and other guests.
The 17-member committee would also be headed by the Administrative Secretary Industries and Commerce department.
The government has identified 14 sectors to invite companies across the world for investment.
The sectors that the government identified include tourism, agro and food processing, manufacturing, IIT and IT, health and pharmaceuticals, skill development, milk, poultry and wool, infrastructure and real estate, herbal and medicine plants, film sector, renewable energy, agriculture and mulberry, handloom, handicrafts and horticulture.
Similarly, the 10-member Traffic, Security and Transport Committee headed by Administrative Secretary, Home department would make sure the security of roads leading from airport to various hotels, accommodations and venues.
The committee would make preparation of RFID with proper numbering as well as chips containing photographs of the participants, security personnel and staff detailed for various duties.
It would also ensure sensitisation of venues and make arrangement of vehicles as per protocol of the guests.
The Media and Publicity Committee would launch a sustained campaign to disseminate information related to the summit through press notes and holding of press conferences during all the events including road shows.
The committee would also promote JK CIS on social media and advertisement in media through a movie on J&K.
The five-member media and publicity committee would be headed by Administrative Secretary Information department.
Similarly, the six-member Processing of Proposals and MoU committee led by Administrative Secretary Industries and Commerce department would process Expression of Interest (EoI) received over investment proposals.
The committee would also draft final MoUs to be signed during the event by the concerned departments.
As per the government directions, the two committees Reception, Accommodation, Venue and Exhibition Management Committee and Processing of Proposals and MoU Committee would meet on a weekly basis or as and when required and submit feedback report to the Empowered Committee every 15 days who in turn would place it before the Apex Committee and the Advisory Committee.
